Why Bolivia Needs to Decentralize

It was only eight months ago that Bolivia concluded a bizarre political conflict that saw President Evo Morales step down from office. Morales was pursuing a fourth presidential term but encountered numerous constitutional roadblocks. Protesters cited irregularities and alleged voter fraud during elections in October 2019 as the principal motive behind their demonstrations. Discontent was so high that international observers such as the Organization of American States found a number of inconsistencies with Bolivia’s electoral process. Eventually the military, trade unions, the police, and other civic organizations joined the electoral protests. The pressure was so strong that Morales had no choice but to step down on November 10 and later fled to Mexico. Morales’s supporters did not go quietly, though. Many protested out on the streets and clashed with security forces, leaving thirty-three people dead. Since then Jeanine Añez has assumed power as the interim president of Bolivia. For now, the country has plans of holding another set of elections later in 2020. Instability in Bolivian Politics Is Practically a Given The small Southern Cone country has kept a rather low profile compared to its more newsworthy neighbors such as Argentina, Chile, and Peru in recent decades. But that does not signify that it has been exempt from the same political drama that

Central Banks Hoard Another 40 Tons of Gold

Central banks added a net of 39.8 tons of gold in May, according to the latest data from the World Gold Council. May purchases maintained the pace we’ve seen through the first four months of the year and was slightly above the four-month average of 35 tons. So far in 2020, central banks have added a net of 181 tons of gold to their reserves. That’s about 31% lower than the total through the same period last year. The lower rate of purchases in 2020 was entirely expected given the strength of central bank buying both in 2018 and 2019. Central bank demand came in at 650.3 tons last year. That was the second-highest level of annual purchases for 50 years, just slightly below the 2018 net purchases of 656.2 tons. According to the WGC, 2018 marked the highest level of annual net central bank gold purchases since the suspension of dollar convertibility into gold in 1971, and the second-highest annual total on record. The World Gold Council bases its data on information submitted to the International Monetary Fund. Continuing a trend we’ve seen throughout 2020, Turkey drove central bank gold-buying in May, adding 36.8 tons. That brings its total reserves to roughly 561

Unlimited Government: Central Banks and Federal Spending during the Corona Crisis

Q: We’re in a very odd situation right now in terms of evaluating the state of the economy. We can see there is rising unemployment and there is likely to be a wave of missed mortgage and rent payments. Is this all just due to the government-mandated “shutdowns” or are there deeper economic issues here? A: Extremely odd! The rising unemployment and missed mortgage and rental payments will be linked to the government-mandated shutdowns, but the overall economy was already weak beforehand despite record stock markets and record low unemployment in late February. Savings were low and debt at all levels was very high. Job openings hit a record high in early December 2019 and were declining noticeably well before the virus and shutdowns hit. Therefore, I was expecting a weak economy in 2020 and the shutdowns brought it about sooner than anticipated and have no doubt made it worse. So, we have in effect both a business cycle depression and the economic restriction of the lockdown at the same time. I would not have been surprised if we had reached 10 percent unemployment, but obviously it would not have occurred so quickly without the shutdowns. Q: As the crisis grew during March, the Fed lowered the target

Florida Labs Acknowledge Major Errors After Reporting Positivity Rates Of 100%

Florida health officials left COVID-19 trackers slackjawed on Sunday when it reported more than 15k new infections in just 24 hours on Sunday (the data were gleaned from the prior day). But as hospitalizations surge, questions have grown about whether the state is still trying to 'juke' its data, something that a now infamous whistleblower alleged before she was fired (she has since started her own COVID-19 data portal relying on public info). Journalists scouring the reams of daily data for discrepancies have apparently happened upon bombshell they had been hoping for: Orlando Health has just confirmed that some of the data it shared over the weekend were wrong, after journalists reported more than 50 labs showing 100% positivity rate, or roughly around there. One local Fox affiliate looked into the numbers and contacted a few of the labs to confirm that their internal data matched the public data released by the state. As it turned out, some of these discrepancies were pretty extreme: Orlando Health, one of the organizations contacted by Fox, confirmed that it's positivity rate was actually 9.8%, not the 98% that had been reported to the state. Coronavirus Cases Up The report showed that Orlando
