Joe Biden is set to nominate an open gun control advocate as director of Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Biden will tap David Chipman, an adviser at the gun control group Giffords and former member of Mayors Against Illegal Guns, to head the ATF, a Justice Department agency.
